With reference to a nemo. dated 12.3.47 from the Chairman in your absence, I have given consideration to the deferment of impending promotions.

It is necessary for the stability of the Force that the vacancies in the senior ranks should be filled by audstant- ive promotione as soon as possible and I am unable to accept the suggestion that they should be deferred.

Candidates for the rank of Chief Inspector are considered by a board of the five most senior gazetted officers in the Police Force. Recommendations are made by this board to me on a directive given by me and any promotions made will be my responsibility as a matter for which I am responsible to
Government.
